Cleos Intimidated by ATF

Cleos have been reluctant to sign off on Form 4’s in part due to intimidation by ATF.  In Texas, a  retired sitting District Judge can sign Form 4’s.  A well respected Texas retired District Judge signed two form 4’s for an prominent San Antonio accountant.  Not long after the forms were submitted, the Judge received a telephone call from an ATF agent inquiring as to why he had signed the Form 4’s.  The Judge responded: “son if I can sentence a man to death, I sure as hell can sign a Form 4. Don’t bother me again.”  The Form 4’s were approved and received promptly.  If Cleos have received similar telephone calls from ATF it is not surprising why very few of them will now sign Form 4’s.
